OASIS+ qualification under the Small Business pool is point-based. Each domain has its own version of the same matrix: Relevance from up to five Qualifying Projects, Scale credit at one or two tier thresholds, Integrated Experience, Specialized Functional Experience, and Management & Staffing credit for clearances, surge response, and subcontractor depth. Past Performance adds up to three more if you have at least three Relevant QPs with positive ratings. Federal Prime Contractor Experience contributes credit for competitive multiple-award task orders and the number of agencies you have supported.
Caps apply per category. The total ceiling is 50 credits. The qualifying threshold is 36. Most domains share an identical caps structure, but a handful (Intelligence, R&D, Facilities) carry domain-specific weighting that each scorecard reflects in detail.
For subcontract QPs: score Scale on the subcontractor's own value and FTEs, not the prime total. Past performance and relevance for subcontract work need signed J.P-3 verification rather than FPDS/CPARS.
